DOUGLAS S. DUNKIN, P.E. (AZ, CO, GA, ID, IL, NE, ND, NM, MT, OK, OR, TX, UT, WY), LEED® AP – President & CEO
Doug acquired R&R Engineer-Surveyors, Inc. in 1996. He brings a wide variety of expertise to the firm, as he has designed and managed multi-million dollar projects including one acre commercial developments; 20 acre assisted living communities, 100 acre retail commercial developments, 200 acre single family subdivisions, and 800 acre planned, mixed-use communities; as well as large municipal and public projects. Drawing on his 25 years of construction experience, Doug utilizes all the main civil engineering disciplines in his projects, such as: grading, drainage, erosion control and water quality reports/studies. His construction background enables him to thoroughly understand projects, and he combines this with his engineering expertise to provide the best possible solution on a case-by-case basis. Doug is also trained in building systems, structures, construction management, and many computer software programs.
Doug received his B.S. degree in Architectural Engineering from the University of Wyoming – with an emphasis in building systems, and is a Registered Professional Engineer in the States of Arizona, Colorado, Georgia, Idaho, Illinois, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, Oregon, Texas, Utah, and Wyoming. He is also a member of the Consulting Engineers Council of Colorado and the American Society of Civil Engineers.
TONY W. SMITH, PLS (CO) – Chief Operating Officer (COO)
Tony has over 17 years’ experience in the industry, focusing on survey services. Tony had grown the company, creating a self-sustaining survey department and increased revenues, creating a benefit to the company. Tony was elevated to the role of COO in 2017, and is heavily involved in managing the operations of the company as a whole.
Tony mentors and manages our office and field staff while also coordinating with Department Managers regarding scope, schedule and budgets of projects. He has an excellent understanding of the logistics required to mobilize field crews and create accurate project timelines. Tony has provided strategic leadership regarding growth opportunities, as well as providing keen insight to office staffing, operations, and benefits. He is also involved with business development, proposals and communications.
FRANK KOHL, PLS – Survey Department Manager
Frank brings nearly 30 years of experience in surveying and office management focusing in land development. He graduated from Denver Institute of Technology with an Associates in Applied Science and Mapping and is a licensed Professional Land Surveyor in Colorado, Iowa, Nebraska, South Dakota, and Wyoming, as well as being a Certified Federal Surveyor. He is a member of the Professional Surveyors of Nebraska, Professional Surveyors of Colorado, American Counsel of Engineering Companies, and Counsel of Professional Surveyors.
His project experience includes working in industrial, telecom, government, highway, aviation, energy, electric transmission, and oil and gas sectors. His skills in office/project management, client engagement, scheduling and managing budgets makes him a great asset. In addition to managing the Survey Dept, Frank is essential to business development, specifically focused on municipal, government, single family, and Northern Colorado markets.
SCOTT LUCAS – Engineering Department Manager
Scott brings over 20 years of civil design and engineering experience in project management, construction management, civil engineering entitlements, and construction inspection/surveying on land development projects, public works, and transportation. Here at R&R, he successfully manages the Civil Engineering Dept from initial concepts through production of final construction documents, all while coordinating with Clients and project design teams.
Notable project experiences have included multiple Wal-Mart projects across the country, the IKEA located in Centennial, CO, various Prologis industrial sites, and dozens of residential subdivisions for homebuilders. Scott earned a B.S. degree in Civil Engineering from Iowa State University and is a member of the American Society of Civil Engineers, Home Builders Association of Metro Denver, International Council for Shopping Centers, and Urban Land Institute of Colorado.
